Information
& Education

There are two phases in the water well/water system installation process. The first step is to decide on a location and then drill the hole, install and grout the surface casing, and finally, install the liner. This process allows access to the water supply available to us from the ground.

The next step is to install the necessary machinery, equipment, plumbing, and wiring to bring the water from far down in the ground up to the surface. These parts include the pump, pressure tank, water line, electrical wire/conduit, pitless adapter, check valve, pressure switches, etc. Once these components are installed and power is supplied, you are tapped into the most economical source of water available today.

The Missouri Department of Natural Resources (MO-DNR) Web site has hyperlinks to several Adobe Acrobat .PDF files containing further information regarding rules, standards, and guidelines for wells and water systems that are specific to the state of Missouri.

Some of these MO-DNR rules, particularly those which may be of the most interest to current and future Missouri well owners, have been extracted, converted to HTML format, and listed below in order to provide you with convenient access to this important educational information. Each of the links below will open the selected topic in a new browser window:

10 CSR 23 - Chapter 1

10CSR23-1.010 Definitions
This rule defines the words used in the text of the rules promulgated to implement the Water Well Drillers Law.

10CSR23-1.030 Types of Wells
This rule describes the types of wells covered by the law.

10CSR23-1.050 Qualifications
This rule establishes the criteria and procedures used in permitting a well installation, heat pump installation, monitoring well installation, pump installation, employee and drilling supervisor in Missouri.

10CSR23-1.090 Permit Requirement
This rule explains that a permit is required in order to construct or repair a well in the state
.

10 CSR 23 - Chapter 3

10CSR23-3.010 Location of Wells
This rule sets criteria as to the areas a well should be placed.

10CSR23-3.020 General Protection of Groundwater Quality and Resources
This rule is for the overall protection of water quality and resources in Missouri.

10CSR23-3.025 Public Water Supply - Notification to Division
This rule establishes requirements regarding notification by a public water supplier to the division when a well is to be abandoned in order to connect a structure to a public water supply system.

10CSR23-3.030
Standards for Construction of Wells
This rule describes the minimum standards for a properly constructed well but does not apply to community or noncommunity public water supply wells. It is the obligation and responsibility of the driller to construct community and noncommunity wells following procedures set forth by the Missouri Public Drinking Water rules.

10CSR23-3.040 Well Casing Seals and Connections
This rule describes the types of well casing seals and connections that are to be used.

10CSR23-3.050 Pump Installation
This rule sets specific standards as to the proper procedures for the installation of pumps for wells.

10CSR23-3.060 Certification and Registration Reports
This rule sets required standards for certification and registration report form submittal.

10CSR23-3.070 Plastic Well Casing
This rule designates special standards for the use of plastic casing in the water well.
10CSR23-3.080 Liners
This rule sets guidelines for the use of liners in wells in Missouri.

10CSR23-3.090 Regionalization
This rule sets specific additional standards for certain regions in Missouri. (See Figure 1 below for map of Regions).

10CSR23-3.100 Sensitive Areas
This rule sets specific additional standards for sensitive areas shown on the map that have been designated on the basis of either naturally occurring problems caused by unique groundwater chemistry or because they are located in a fragile groundwater environment which is experiencing rapid population growth or urbanization. (See Figure 1 below for map of Sensitive Areas and Regions).

10CSR23-3.110 Plugging of Wells
This rule establishes criteria for the proper plugging procedures to be followed when abandoning a well.
